Letter signed L.C.C.A.S.U.D.B.V.I., regarding the necessity,especially in time of war, of give orders to either Civil, Naval or Military in a "proper" manner. Particularly complaining about a letter with orders that did not contain the transcript of the original order and nor is it officially dated. Included at the end is the facsimile of the letter referred to, that was signed by Simon Fraser.
